Yes, Planner can calculate estimated times considering traffic information. This functionality is present only in the Kong license. Monkey and Gorilla licenses have a traffic simulator that allows you to adapt travel times manually.
Planner has no explicit limitation on the number of stops and vehicles. Our experience tells us that schedules beyond 1,000 stops are so complex that the optimization results require a lot of time to process.
Our recommendation is to split the schedules of more than 1,000 stops so that it is much easier to manage them and the efficiency of the optimization found.
